Ukrainian President Volodymyr Zelensky and United States special envoy Steve Witkoff are set to meet in Oslo for diplomatic talks, the BBC reported. Norwegian Prime Minister Jonas Gahr Støre said that Zelensky requested Oslo and Finland to organize the meeting alongside United States and European allies during a critical period for Ukraine, according to the BBC. [1]

Ahead of the talks, United States Secretary of State Marco Rubio spoke with Zelensky in a 45-minute phone call on Tuesday, the New York Post reported. Rubio rejected claims that Washington was withholding intelligence from Kyiv, describing such accusations as scandalous and outrageous, according to the BBC and the New York Post. Rubio stated that nothing has changed in the posture of the administration under Donald Trump, the New York Post reported. [1][2][4]

The diplomatic exchange follows Ukrainian concerns regarding intelligence warnings about incoming Russian missile attacks and issues with Starshield satellite access, the New York Post and Asharq Al-Awsat reported. Zelensky also plans to make Patriot air defence systems a primary topic during the talks, according to the Financial Channel. [2][4][7][8]

Zelensky has served as the president of Ukraine since 2019, while Rubio was appointed as the United States secretary of state in 2025. As FTMQ News reported earlier, Rubio previously denied any pause in intelligence sharing as Ukraine sought alternative air defence and communications systems. [10][12][14]
