California Governor Gavin Newsom has commuted all 548 death sentences in the state to life without parole, marking the largest mass clemency in United States history.

California Governor Gavin Newsom announced on Thursday that he has commuted the death sentences of all 548 people on death row in the state. Al Jazeera, The Guardian, LBC, The Independent, and Daily Sabah all reported the mass clemency, which Al Jazeera notes is the largest in United States history. Al Jazeera and The Guardian both reported that all affected prisoners will instead serve life sentences without the possibility of parole. [1][2][3][4][5]
In an open letter, Newsom stated that state-sanctioned killing is incompatible with the values of California, diminishes everyone, and undermines the foundations of the legal system, Al Jazeera reported. The Guardian noted that the mass commutation occurred at the end of the Democratic governor's term, ensuring that future administrations cannot execute those prisoners. [1][2]
Capital punishment has been a legal penalty in California, but the state has not carried out an execution for 20 years. A 2006 federal court order halted lethal injections that were not administered by trained medical staff, and Newsom issued a moratorium on executions in 2019. [1][6]
As FTMQ News reported earlier, executive clemency has also been used recently in other states. Alabama Governor Kay Ivey commuted the death sentence of Toforest Johnson to life without parole in October following doubts raised by prosecutors and former judges. [8]
